Abstract
El hecho histórico de la tregua se ha fragilizado, esta coyuntura se presenta como un buen momento para impulsar un proceso integral y concertado de seguridad ciudadana y ahora importantes sectores políticos estiman que a más distancia de la tregua, más cercanía al electorado y más votos; sin embargo, deben trascender el debate estéril y superficial de estar a favor o en contra de la tregua y converger en el esfuerzo nacional de convertir la tregua, con todos sus defectos y opacidades, en una oportunidad para encaminar hacia la paz social.
