Abstract
El Observatorio Ciudadano de Corrupción (OCC) está conformado por una coalición de organizaciones de sociedad civil y actores sociales de 19 países del continente americano, quienes de manera conjunta mediante reuniones, talleres, foros, consultas individuales y colectivas y la creación de una plataforma web (https://registro.occ-america.com/admin), han adelantado un seguimiento al cumplimiento de los acuerdos adoptados por los gobiernos de la región en la VIII Cumbre de las Américas celebrada en 2018 en Lima, Perú, con el fin de avanzar en la lucha contra la corrupción. En el marco de esta cumbre los países firmaron el Compromiso de Lima, Gobernabilidad Democrática frente a la Corrupción, como una forma de reafirmar que la prevención y el combate a la corrupción son fundamentales para fortalecer la democracia y, que la corrupción tiene un impacto negativo en la institucionalidad, la confianza ciudadana y en el goce efectivo de los derechos humanos, entre otros impactos negativos. De la misma forma este Compromiso reafirma los puntos acordados en el marco de otros tratados de lucha contra la corrupción como la Convención de las Naciones Unidas contra la Corrupción (CNUCC) y la Convención Interamericana contra la Corrupción (CICC) Este documento presenta el balance final de dicho seguimiento. En primer lugar, se presentan los avances en los compromisos asumidos, clasificándolos en cinco ejes temáticos. La segunda parte presenta un análisis más detallado de los resultados del seguimiento a través de la identificación de algunas tendencias generales la comparación de los desarrollos normativos y de práctica, y la clasificación de los países con mejores y peores valoraciones. La tercera parte recoge las principales conclusiones de este seguimiento, así como los llamados a la acción para avanzar de manera más efectiva en la lucha contra la corrupción. Estos llamados surgen de los informes de cada uno de los 19 países participantes en el OCC, pero se destacan por su relevancia a nivel regional de manera transversal. = The Citizen Corruption Observatory (CCO) is made up of a coalition of civil society organizations and social actors from 19 countries of the American continent, all of which have jointly followed up on compliance with the agreements adopted by the governments of the region at the VIII Summit of the Americas held in 2018 in Lima, Peru, through meetings, workshops, forums, individual and collective consultations, as well as the creation of a web platform (https://registro.occ-america.com/admin), in order to make progress in the fight against corruption. In the framework of this summit, the countries signed the Lima Agreement, Democratic Governance Against Corruption, as a way to reaffirm that prevention of and fight against corruption are key to strengthen democracy and that corruption has a negative impact on institutions, citizen trust and the effective enjoyment of human rights, among other negative impacts. Likewise, this Agreement reaffirms the points agreed upon in the framework of other anti-corruption treaties such as the United Nations Convention against Corruption (UNCAC) and the Inter-American Convention against Corruption (IACAC)1. This document presents the final report of this follow-up. First, it presents the progress made in the commitments undertaken, classifying them into five central themes. The second part presents a more detailed discussion of the outcomes of follow-up by identifying some general trends, by comparing the policy and practical developments, and by ranking the countries with the best and worst scores. The third part contains the main findings of this follow-up, as well as calls for action to make more effective progress in the fight against corruption. These calls arise from the reports of each of the 19 countries participating in the CCO, but stand out because of their cross-cutting relevance at the regional level. Overall, the outcomes of the follow-up to the Lima Agreement show that progress in corruption prevention, control and sanctioning actions in the region is still incomplete. The greatest progress, both in policy and in practice, is found in the promotion of corruption prevention measures such as the reduction of bureaucracy and the simplification of procedures. On the other hand, the inclusion of different vulnerable groups and the development of anti-corruption policies with a gender focus are among the commitments with the least progress in the region.
