Abstract
La tendencia hacia la insostenibilidad fiscal viene desde hace ya varios años, a tal grado que ha desembocado en serios y recurrentes problemas de liquidez. Estos, desgraciadamente, se tratan preferencialmente de enfrentar con mayores niveles de endeudamiento, lo que a su vez tenderá a medio plazo a generar mayores y más frecuentes problemas de liquidez. El déficit fiscal ha mantenido un promedio del 4.3% del PIB en el período 2009-2013. Un déficit fiscal elevado considerando que El Salvador no cuenta con muchos recursos/fuentes de ingreso para hacer frente a esas deficitarias responsabilidades financieras.
