Abstract
No es conveniente tener un tribunal electoral que desempeñe tanto las funciones administrativas de organizar las elecciones, y las jurisdiccionales de actuar como juez electoral. De ahí la insistencia de separar a los partidos políticos de la parte jurisdiccional (no se puede ser juez y parte), y dejarles solamente la tarea de organizar las elecciones. Ello le daría más independencia y credibilidad a la institucionalidad electoral.
