Abstract
Enfrentar los problemas de caja con mayor endeudamiento no es muestra de solvencia ni de sostenibilidad fiscal en El Salvador. Para ser financieramente solventes tiene que mostrar que puede, al menos, pagar los intereses de la deuda con los ingresos generados por el fisco, por medio de ahorros fiscales, y para ello, en la jerga de la contabilidad fiscal, significa tener balances primarios positivos.
