Abstract
En El Salvador, entre los problemas estructurales heredados y la incapacidad actual, existe un dualismo sin salida en donde la culpa es compartida entre los 20 años del partido oficial anterior y los tres y medio del presidente Mauricio Funes, del presente partido oficial. Más bien se trata de abordar de manera integral y dialéctica la crítica situación de las finanzas públicas del país.
