Abstract

El informe nacional del seguimiento al cumplimiento del Compromiso de Lima es el resultado del trabajo realizado por el Observatorio Ciudadano de Corrupción, una iniciativa compartida entre el Foro Ciudadano de las Américas (FCA), la Red Latinoamericana y del Caribe para la Democracia (REDLAD), capítulos nacionales de Transparencia Internacional (TI) en América Latina y más de 150 Organizaciones de Sociedad Civil del continente americano, para promover la participación ciudadana y dar seguimiento a los avances de las acciones de los gobiernos y los retos que tienen los mismos, así como para investigar, documentar y analizar sistemáticamente evidencias sobre la efectividad de los esfuerzos anticorrupción en la región. El informe revela retrocesos en materia de lucha contra la corrupción en El Salvador, tras acciones como la destitución de los magistrados de la Sala de lo Constitucional de la Corte Suprema de Justicia y del Fiscal General de la República por parte de la Asamblea Legislativa, el control del Instituto de Acceso a la Información Pública (IAIP), las propuestas de reformas a la Ley de Acceso a la Información Pública presentadas ante la Asamblea Legislativa, la finalización del Convenio con la Comisión Internacional Contra la Impunidad en El Salvador , y más recientemente la reforma a la Ley de la Carrera Judicial. = The national report on monitoring compliance with the Lima Commitment is the result of the work carried out by the Citizen Observatory of Corruption, an initiative shared between the Citizen Forum of the Americas (FCA), the Latin American and Caribbean Network for Democracy (REDLAD) , national chapters of Transparency International (TI) in Latin America and more than 150 Civil Society Organizations of the American continent, to promote citizen participation and monitor the progress of the actions of governments and the challenges they face, as well as well as to systematically investigate, document and analyze evidence on the effectiveness of anti-corruption efforts in the region. The report reveals setbacks in the fight against corruption in El Salvador, following actions such as the dismissal of the magistrates of the Constitutional Chamber of the Supreme Court of Justice and the Attorney General of the Republic by the Legislative Assembly, the control of the Institute of Access to Public Information (IAIP), the proposals for reforms to the Law of Access to Public Information presented to the Legislative Assembly, the termination of the Agreement with the International Commission Against Impunity in El Salvador, and more recently the reform of the Law of the Judicial Career.
